Northeast Lamp Recycling Inc. has been a leading provider of universal waste management solutions in Conn. and throughout the northeast since 1994. The primary focus of NLR is to reduce the mercury-contamination associated with the improper disposal and mismanagement of spent fluorescents and other mercury-containing lamps. In the state of Conn., NLR is the first and only DEP-permitted lamp-recycling facility. There are other companies known as brokers that will handle universal waste, but they do not have the proper permits to recycle mercury bearing lamps themselves.

Many times these handlers will supply a simple certificate of recycling that states that the waste “has been or will be” recycled. The problem with this is that many handlers stockpile waste for long periods in their facility only to ship it off site in several months or up to a year to a facility for recycling. What is not often conveyed to the generator is that they are liable for that waste even if a company that they have contracted and paid to remove and recycle the waste is storing it. If a handler does not properly dispose of the waste, it is still the problem and liability of the company that generated it.

Connecticut generators are approached by these turnkey companies that state that they will recycle their mercury bearing lamps quickly and efficiently. A broker may take months to send the waste out of state to another facility for recycling. During this time, a generator’s liability arising from inherent problems with the warehousing of the waste greatly increases. There is nothing quick and efficient about this.

The same lamps are recycled by NLR within 24 hours and all generators receive a certificate of recycling that alleviates the generators liability.
